Pachatel pad\u011bl\u00e1 podpis na smlouv\u011b, kter\u00e1 n\u00e1sledn\u011b slou\u017e\u00ed jako vkladov\u00e1 listina pro z\u00e1pis jeho vlastnick\u00e9ho pr\u00e1va do katastru. Velmi \u010dasto se pak takov\u00fd podvodn\u00fd nabyvatel, kter\u00e9mu z&nbsp;nedostatku dobr\u00e9 v\u00edry nem\u016f\u017ee sv\u011bd\u010dit vlastnick\u00e9 pr\u00e1vo, sna\u017e\u00ed rychle p\u0159ev\u00e9st z\u00edskan\u00e9 nemovitosti na t\u0159et\u00ed osobu, kter\u00e1 o podvodu nem\u00e1 ani tu\u0161en\u00ed. P\u0159edpisy upravuj\u00edc\u00ed \u0159\u00edzen\u00ed p\u0159ed katastr\u00e1ln\u00edmi \u00fa\u0159ady sice pamatuj\u00ed i na ochranu vlastn\u00edka zapsan\u00e9ho v&nbsp;katastru, kter\u00e9mu d\u00e1vaj\u00ed jednak dvacetidenn\u00ed lh\u016ftu od pod\u00e1n\u00ed n\u00e1vrhu na vklad, aby mohl nam\u00edtat, \u017ee s pr\u00e1v\u011b zah\u00e1jen\u00fdm vkladov\u00fdm \u0159\u00edzen\u00edm vlastn\u011b nem\u00e1 nic co do \u010din\u011bn\u00ed, a sou\u010dasn\u011b ukl\u00e1daj\u00ed katastr\u00e1ln\u00edm \u00fa\u0159ad\u016fm o zah\u00e1jen\u00ed vkladov\u00e9ho \u0159\u00edzen\u00ed vlastn\u00edka informovat, nicm\u00e9n\u011b, takov\u00e1 \u00faprava nemus\u00ed b\u00fdt v\u017edy dosta\u010duj\u00edc\u00ed.<\/p>\n\n\n\n<p>Nutn\u011b tedy vyvst\u00e1v\u00e1 ot\u00e1zka, zda existuje n\u011bjak\u00fd jin\u00fd zp\u016fsob, jak se p\u0159ed t\u011bmito podvody chr\u00e1nit. A pr\u00e1v\u011b pro tyto p\u0159\u00edpady nab\u00edz\u00ed katastr speci\u00e1ln\u00ed slu\u017ebu: hl\u00eddac\u00edho psa.<\/p>\n\n\n\n<p>Hl\u00eddac\u00ed pes, neboli slu\u017eba \u201esledov\u00e1n\u00ed zm\u011bn\u201c, je zakotvena ji\u017e v&nbsp;z\u00e1kon\u011b \u010d. 256\/2013 Sb., o katastru nemovitost\u00ed (katastr\u00e1ln\u00ed z\u00e1kon) a pr\u00e1v\u011b d\u00edky n\u00ed je u\u017eivatel okam\u017eit\u011b informov\u00e1n o zm\u011bn\u00e1ch u sledovan\u00fdch nemovitost\u00ed.<a><\/a><a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a> Zm\u011bnou se p\u0159itom rozum\u00ed zaplombov\u00e1n\u00ed (upozorn\u011bn\u00ed, \u017ee jsou pr\u00e1vn\u00ed vztahy dot\u010deny zm\u011bnou), proveden\u00ed vkladu, proveden\u00ed z\u00e1znamu i z\u00e1pis pozn\u00e1mky. Upozorn\u011bn\u00ed o zm\u011bn\u011b obdr\u017e\u00ed u\u017eivatel zp\u016fsobem, kter\u00fd si zvol\u00ed: SMS zpr\u00e1vou, e-mailem nebo datovou schr\u00e1nkou. Je tak\u00e9 mo\u017en\u00e9 odeb\u00edrat zpr\u00e1vy o zm\u011bn\u011b pomoc\u00ed webov\u00e9 slu\u017eby v&nbsp;XML form\u00e1tu, to je v\u0161ak vyu\u017e\u00edvan\u00e9 prim\u00e1rn\u011b osobami, kter\u00e9 maj\u00ed zapsan\u00e9 v\u011bcn\u00e9 pr\u00e1vo k&nbsp;velk\u00e9mu po\u010dtu nemovitost\u00ed \u2013 co\u017e mohou b\u00fdt nap\u0159\u00edklad r\u016fzn\u00e9 \u00fav\u011bruj\u00edc\u00ed spole\u010dnosti. Pomoc\u00ed slu\u017eby jsou tak\u00e9 zas\u00edl\u00e1ny provozn\u00ed zpr\u00e1vy, kter\u00e9 se t\u00fdkaj\u00ed u\u017eivatelsk\u00e9ho \u00fa\u010dtu a jeho spr\u00e1vy.<\/p>\n\n\n\n<p>Mo\u017enosti z\u0159\u00edzen\u00ed slu\u017eby jsou dohromady t\u0159i:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>online p\u0159es webov\u00e9 str\u00e1nky St\u00e1tn\u00ed spr\u00e1vy zem\u011bm\u011b\u0159i\u010dstv\u00ed a katastru;<\/li>\n\n\n\n<li>osobn\u011b, tedy vypln\u011bn\u00edm pap\u00edrov\u00e9 \u017e\u00e1dosti na katastr\u00e1ln\u00edm \u00fa\u0159adu; anebo<\/li>\n\n\n\n<li>&nbsp;zasl\u00e1n\u00edm \u017e\u00e1dosti datovou schr\u00e1nkou.<\/li>\n<\/ul>\n\n\n\n<p>P\u0159i z\u0159izov\u00e1n\u00ed t\u00e9to slu\u017eby mus\u00ed v\u017edy \u017e\u00e1daj\u00edc\u00ed osoba prok\u00e1zat svoji identitu:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>na internetu pomoc\u00ed port\u00e1lu identitaobcana.cz (p\u0159\u00edpadn\u011b datovou schr\u00e1nkou, m\u00e1-li \u017eadatel datovou schr\u00e1nku z\u0159\u00edzenu); nebo<\/li>\n\n\n\n<li>osobn\u011b dokladem toto\u017enosti;<\/li>\n\n\n\n<li>a v&nbsp;p\u0159\u00edpad\u011b zasl\u00e1n\u00ed p\u0159es po\u0161tovn\u00ed slu\u017eby \u017e\u00e1dost\u00ed s \u00fa\u0159edn\u011b ov\u011b\u0159en\u00fdm podpisem.<\/li>\n<\/ul>\n\n\n\n<p>U\u017eivatel mus\u00ed za slu\u017ebu zaplatit, pokud ji chce z\u0159\u00eddit maxim\u00e1ln\u011b ke&nbsp;dvaceti nemovitostem, plat\u00ed &nbsp;za jej\u00ed aktivaci poplatek 200 K\u010d. P\u0159i dvaceti jedna a v\u00edce nemovitostech uhrad\u00ed u\u017eivatel za ka\u017edou 10 K\u010d, maxim\u00e1ln\u00ed v\u00fd\u0161e \u00faplaty \u010din\u00ed 500&nbsp;000 K\u010d.<\/p>\n\n\n\n<p>Z\u0159\u00edzen\u00ed slu\u017eby sledov\u00e1n\u00ed zm\u011bn je zcela jist\u011b vhodn\u00e9, v&nbsp;dne\u0161n\u00ed dob\u011b vzhledem ke st\u00e1le vzr\u016fstaj\u00edc\u00ed originalit\u011b podvodn\u00edk\u016f dokonce nutn\u00e9.
